It does seem crazy what they did, but from a business person's point of view, entirely pragmatic given the local economy and the prospects of making money off of the deal. I wonder if they thought about taking those homes which were closest to being livable and allowing homeless families to stay in them while they got back on their feet? That would have been a novel idea and even though the homes may not have been completely finished, it would be better than living on the street or under a bridge.
